Security model should be simple, reliable, and useful.

The model is used on the FDM online place is enough good, in use more than 1 year.

===== Concepts =====
Site use several databases that called "Territories". 

For today:
  *trinidad
  *demo_db
  *kenya (not used)
  *ecuador (not used)

Every user assigned with the territory by Master. 

Every form in the FDM online have rights for user to show. If user have no rights -- the form will be restricted from using. The same with Excel reports -- if user have not rights to see reports -- the Excel spreadsheet will be empty.
